I spent a lot of years living in the Skagit river region, upriver or otherwise. The levy always failed somewhere. The city of Mt Vernon was built 18 feet below flood stage. It has always managed to avoid being flooded, always because the levy failed upriver. It was never because of dynamite. It was always just a poorly built dike. Just like the one on Lake Ponchartrain (or however that thing is spelled).
