You're right. It isn't all his fault. Congress is more than half the blame. Still, since they're pubs and therefore ostensibly conservative, that doesn't really make me feel any better.
Also, W has yet to unsheath his veto pen. Not once.
Point taken. He should have vetoed the Ag bill and the Trans bill. Still, he has had a lot on his plate, and could he really have fought members of his own party over the budget?
