The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion

Words have set meanings. "Invasion" meant something quite different, back when the Constitution was written, than the way in which you are attempting to use it.

There is a thing called STATES' RIGHTS. Many states and cities have laws which prohibit police, teachers, doctors, nurses, social workers, and others from turning in the illegals they discover/run into. As with hurricanes, what goes on on the local level, as authorities of first choice, is where your problem lies and NOT with President Bush.
