There is a thing called STATES' RIGHTS. Many states and cities have laws which prohibit police, teachers, doctors, nurses, social workers, and others from turning in the illegals they discover/run into. As with hurricanes, what goes on on the local level, as authorities of first choice, is where your problem lies and NOT with President Bush.
Securing the borders is NOT in the Constitution and is omitted therein, from the description of presidential duties.
