Geesh, you have real reading comprehension issues. Did I say that we had a surplus? I said that the Prescription Plan alone would rule out the chance of us every running a surplus again. Where did I say that we had one right before Bush took office?

By using the word "again".

By using the word "again".

Using the word "again" doesn't' mean that the condition has to current be in effect. If a person in 2005 said, "i don't think we will ever go to the moon AGAIN", does that mean that we had to be on the moon in 2004?

If a person in 2005 says "I think we will a President like Reagan again" does that mean that that Reagan must have been the previous president?

Likewise, if a person says "I don't think we will be able to run a surplus again", that doesn't mean that there had to be a surplus the previous year.
