Bush didn't exactly say it was "his fault." He said, in effect, that - as the president - he is ultimately responsible for the performance of federal agencies under his authority, and therefore if there were deficiencies in the Katrina response, he is responsible and it is his job to have those deficiencies corrected. That is not the same as saying that all of the problems surrounding Katrina were personally his fault.

yes, but when he used the words "take the blame" - it was game over, the media simply chops that out of context and runs with it.

Well, it's a truism that the skipper is responsible for everything that happens aboard his ship, his fault or no.
Although, like Aubrey in Master and Commander, I think that our presidents have long exceeded their orders.
OTOH, I was just kind of kidding about the whole Bush's fault thing.
