I was doing some research last week and noticed that Richard Clarke's testimony (page 52) to the Intelligence Committee in 2002 spoke of tracking students with visas from terrorist countries. It also states that Congress actually mandated an experimental program that was funded for one year. Maybe that was Able Danger? Everyone keeps telling me that Clarke was with the NSC rather than the NSA, and therefore would not be involved, but considering he was in cybersecurity, I still smell a rat.

I read some where that Clarke was his own entity inside the State Department and Powell and or Condi shut him down, moved him under some other intelligence umbrella. My head is spinning.
