I see it this way. He is smart, caring, HONEST(first one), and an accomplished business man prior to becoming mayor. Pardon me if I take his word for it before I pay attention to a bunch of armchair A-holes sitting in their comfortable living rooms around the country. He was doing serious work cleaning up the corruption and incompetence in that city prior to this storm.
He wants the citizens back to start cleaning the place up, that is his motivation. The role of the federal govt is to support local authorities not usurp their power. As I recall we have a Constitution that states just that! That is exactly what he appears to be complaining about.

Check out wikipedia for Nagin. He was a Republican and donated to the election of GW Bush before he ran foir mayor a a dem.
So why did the Mayor Nagin leave 600 buses sit there while he packed the Superdome wih "His Citizens?" and only ordered the EVAC after being told to do so by The President! Left to his own wits, we would followup with a repeat disaster with H Rita!
That is my understanding also. This man is the first who is not corrupt and is caring. That is why he won the election.
The biggest problem is the Gov. BlankO and the entire Dimz party in LA. For reasons that we are all aware of. I read that those school buses belong to the School board, and NO is in something like 'receivership'. There is a small board over him, 'taking care of the money'.
