Assuming the essence of this story is true (that residents can stay and rebuild without being hauled away by force), Nagin has got to be the biggest dithering jackass in government anywhere. First he fails to get them out, then he's ready to drag them bodily from the city, now he's saying they should stay. He's the John Kerry of New Orleans.
