Well the only way to truly fix this is to send the state $200 billion dollars more! And enact the don't ask, don't tell policy on how the money is spent. Bush could even call it a down payment for slavery reparations.

I tried that. I played by the rules (as you can see) and the LA Times web police thwarted me. This article was available without a login from two separate sites before I posted it here as an excerpt.
I don't want to argue with you or cause a problem, but I thought that once an article had been published someplace it became public domain and I had the right to reprint it so long as I didn't profit from it and gave proper attribution.
PS - is there some reason why we cannot post a full article from the LA Times? If so, please tell me for future reference.

Senior officials in Louisiana's emergency planning agency already were awaiting trial over allegations stemming from a federal investigation into waste, mismanagement and missing funds when Hurricane Katrina struck. And federal auditors are still trying to track as much as $60 million in unaccounted for funds that were funneled to the state from the Federal Emergency Management Agency dating back to 1998. In March, FEMA demanded that Louisiana repay $30.4 million to the federal government. Hmmmm ... Would these be the local officials that Mary Landrieu says we shouldn't criticize or she'll punch us in the face ????
