I think what you are referring to is district disaster defense forces. They are homongenous in cleaning up, resatabilizing their affected areas and preventing any anarchy, crime or lawless actions.
They will not allow the dregs of society following a catastrophic disaster, to wreak havoc on innocent citizens in their respective areas(districts)
These are the men among and the women among women who are the real quardians of the peace.
