Reason #4 - it was hot, and there were mosquitoes.

Reason #5 - they were trying to get out of there, to someplace better.

The same applies to Gretna except for the floodwaters. But then again NO wasn't totally flooded was it?... Areas were still high and dry. The Mayor of NO lied to them about it what was available to be provide to them across the River. Didn't he?
