If you're not familiar with the area in question, you don't understand why. The people in question were on high ground, there was nowhere they could evacuate to in Gretna. The ones denied access to Gretna were none the worse for being denied.

From gretnala.com: Gretna can be reached from Interstate 10 in New Orleans by taking Exit 234-A from the East or Exit 234-C from the West. These exits flow into U.S. 90-B West, across the Crescent City Connection Bridge into Gretna. The I-10 exits are approximately 3 miles from the Gretna City limits.
