One question- IIRC the president called Bov Blanco on the 26th of August- the first of several calls to encourage, ask and finally beg that NOLA be evac'd.
4:00 pm CDT -- 5:00 pm EDT -- Hurricane Katrina Advisory Number 14. National Hurricane Center shifted their predicted landfall west from the Florida panhandle to landfall Monday 29 August near Biloxi, Mississippi.
This was the first official forecast that Katrina would hit anywhere near New Orleans, though Freepers had predicted it earlier.
I have not found evidence that President Bush called Governor Blanco on Friday.
She is said to have declared a state of emergency on Friday after the prediction by National Weather Service, but there is something strange about that. More than a week later, a member of her staff told the Washington Post that Governor Blanco had not declared a state of emergency. I'm still looking into that.
