If not, no one. The position is purely cermonial unless the president should die in which case if the VP was not able to take the reins of power, it would go to Denny Hastert as Speaker of the House, then the Speaker Pro Temore of the Senate (Sen from Alaska).
If the VP should die, his replacement is selected by the president and I believe confirmed by the Senate (only seen it happen when Ford was appointed VP and then Rockefeller when Ford succeeded Nixon).

VP isn't something that is automaticaly replaced in the line of succession.
Were something to happen to the POTUS while there is no VP, for whatever reason, next in line is Speaker of the House.
