I read somewhere that federal aid wasn't requested until 72 hours after the hurricane hit.
Among other things, they also left off the fact that the Friday 5pm advisory forecast track had Katrina heading right for New Orleans. And that track ended up being only 15 miles off.
And Louisiana and NOLA waited. And waited. And waited.
