Personally I wouldn't want this much money just handed out, but given the size and scope of the port that was New Orleans, we, in the end, will need it.

IF the IG is anywhere need experienced and capable, there is a chance the money could get where it needs to go.

But I also think we need to build a backup receptical for GOM and Persian Gulf oil tankers too.
