Where in this world are we perfectly safe from: tornado, flood, earthquake, hurricane, winds, rains, drought?

Well you sure as hell ain't safe building right along the water or below sea level

AND drought winds etc etc ain't gonna do what a CAT 4 or 5 will do

And you sure ain't safe from a flood building in a flood plain

Couple more CAT 4s or 5s hit the gulf where they just keep on building and maybe you will start thinking a little different
