Helping people in a catastrophe isn't pandering. That means your dismissing the possibility it could be? Not smart to dismiss out-of-hand. I don't suppose it would have been appropriate for "W" to have given this speech in Mississippi where the storm damage was much more widespread? No, it HAD to be NO. And you know why.
