What's "nonsense"?

The Fed unprecedently handed out thousands of $2,000 debit cards like they were Easter Eggs because of political pressure.

FEMA (the Federal Emergency Management Agency) is not supposed to need "weeks of staff studies" to know what to do in this situation. They are supposed to have THE plan in place.

FEMA had proven to be ill-prepared and almost as incompetent as much as state of Louisiana and the city of New Orleans -- something Dubya promised would indeed be "investigated."

I believe you are mistaken. It was not FEMA who handed out the debit cards.

The RED CROSS handed out most of those cards; but, by all means, don't let the facts get in the way of your rant. :-)
