I think there is a possibility some "pre-historic" dragon-like creatures may still exist. The cell phone photo, however, looks like the "silver lining" of a cloud formation.
In W. Texas, there used to be a small-medium lizard called a Mountain Boomer. It would get up on its hind legs and run.
