The plan was actually ingenious, wait until US and Iraqi forces strom a major Sunni city and detonate chemical weapons that kill thousands of Sunnis in Tal Afar, which would enrage the entire Sunni community of Iraq and the entire Arab world in general against the US like nothing we have ever seen. Thank God for failed plans.
