If they're guilty of Negligent Homicide, then so are Gov. Blanco and Mayor Nagin. Period.

And why would Nagin be guilty? The deaths didn't occur in New Orleans, or even Orleans Parish. They occured in Poydras, St. Bernard Parish.

Lots of folks died in the City of New Orleans because he didn't follow his mandatary evacuation plan.
