I'm wondering myself why they release so many humpies. In terms of taste and marketability they're really inferior salmon. Kings, silvers and sockeyes are much tastier.

They release a number based on the expected (or desired) return, plus a multiplication of that number as a presumed mortality during the period between release and return. Some years, fewer fry/fingerlings are eaten at sea by predators, and some years more.
As they said in the article, hatchery management if not an exact science, and there are so many variables that even though a certain number can be EXPECTED, they have no way to know when they release the fry exactly how many will make it to maturity and return to their home streams.

They bust their butts swimming against the current, spawn, and then die. Kind of like life itself. Living is a constant battle against current (bills, children, worries, sickness, marital problems) the you die.
