Well it would make sense for FEMA to want to use any operational radio towers in the area.
I guess what happened was they didn`t tell the sheriff when they did take the radio tower over, which would be wrong for FEMA to have done.
From reading about this sheriff, he probably didn`t want anyone taking over his radio communications from his officers on the ground at all. That would have made it hard on FEMA, and now I am starting to see the rift between these agencies.
It sounds more like a "lack of communication" than anything. : )

When you move in and take over an area, the very first thing you want to do is establish total "air" supremecy.
Did you know that VERY little of FEMA's mission has anything to do with "disaster recovery"? The bulk of their resources are involved with stuff like the "Continuity of Government" plan. (If the term is not familiar to you, do some research, it'll floor you!)

Well it would make sense for FEMA to want to use any operational radio towers in the area. It would make sense for FEMA not to destroy the working infrastructure in the area. Jefferson Parrish tried and did maintain control thanks to the efforts of their local officials not the FED.
