She meant that because of the "Bush budget cuts" to mass transit, cities couldn't transport their people to work on a good day

So on a day when everything's working as well as possible, most cities in the USA can't get (all?) their people to work.

That sounds like a real accurate assessment. She's weaseling in a different direction than indicated by Newsmax but weaseling as hard as she can.

She said "have a hard time getting all their people to work on a sunny day," and truth be know, some people do fail to show up, typically due to accidents, etc; sometimes due to congenstion caused by construction and what not.

Anyway, her excuse is lame on its face; and to boot, it was worded so as to be more likely to be taken the wrong way (impugning city emplyees) than what she meant.
