Because the Serbs were to be the most harmed, and European and U.S. government, and many of the public, were pleased or unbothered to know Serbs were being tortured, ethnically cleansed and beheaded by these people. A few relatively "minor" incidents in Europe is the price for 100s of thousands of Serbs being run out of Croatia, half of Bosnia and Kosovo and kept out due to the Mujahadeen being settled in formerly purely Serb villages in Bosnia.
