It did have provisions....the Nat Guard delivered 14 trailers of MRES and water.

The Bowl was almost ready for it's first game. Did you know that the "Vendors Areas" were completely stocked and locked? And only on day 2 did someone break in and start distributing the stuff? Don't have a link, but saw a Dome survivor recount the story from his 1st person perspective. Amazing they were keeping the food and water "locked away."
