Stategery. Nagin is much harder on Blanco than the President. Blanco is an impediment to success...Nagin would like to be successful.
So...you pick your battles and get the job done.
Plus, honestly, Nagin is more likable than either Blanco or Landrieu. Ick.

How Bush can even talk to Nagin after all that he has said about him...is beyond me...I know what you mean. Unfortunately, GWB doesn't have much choice, although he did a great job of ignoring Nagin for several minutes. That alone made me happy. Along with witnessing a live rescue of a frightened dog in NO by my very own Los Angeles Search and Rescue, and seeing the Dallas Cowboys win their opening game, this is the happiest day I've had in awhile.
