Well, well. Is this an attempt at making euthanasia more palatable, or is it an attempt to blunt criticism of the death toll in those bungled Nagin hellholes?
And how on earth does a "utility manager" end up involved in the medical end of emergency response, anyhow?

Getting critical care patients out in short order is extremely difficult. Heck, all levels of government didn't get anybody out who could not drive out on their own. It was a massive failure from top to bottom, and all deserve blame. Never again.

Considering the position much of Europe has taken in regard to euthanasia, I'm inclined to think it's the former.
