Since when?
Since they -only- deal with animals and all their funds are devoted soley to animals, exactly what -human- "resources" are being diverted?
Have you ever checked into how many animals these groups send to animal heaven a week? You should. You may be suprized.
I'm finding it hard to believe you are so myopic.
They are questionable agents because they are not trained and equipted to operate in a disaster area...particularly one of this character.
