It is a distraction if rescue workers and cleanup crews are having to contend with packs of aggressive and possibly disease ridden dogs. There's no way volunteers are going to get in there and immediately remove those dogs, and the rescue workers and cleanup crews that are there right now shouldn't have to deal with the fear of getting attacked by dogs and possibly getting rabies, etc. while waiting for volunteers to catch and remove all those animals.

As it is, they'll never catch all the cats that have gone wild. NO will have a feral cat problem for years to come now. And cats a bad disease carriers.
