Not really - one convoy of army or marine trucks can carry alot more relief than a helo. Mobility is not only speed but also mass .

The LA Guiard did not thrown what it could have into the situation. Sometimes overwheming force is not available and one must make do with what is at hand. Casualties would in fact has forced a quicker response from the responsible officials.

Well if FEMA/Homeland sent in NG/ Army/Navy/Marine Helos, how do they justify waiting for permission for ground relief

The article states that the NG Helos were doing rescues and I saw photos of Mareine Helos doing same. How did they get permission?

I never said the entire Fed govt failed - I do believe there are a couple lawyers that panicked and due to lack of experience in commmand situations, several days were lossed in getting aid. Bush and Cheney correctly replaced Brown with someone with command experience.
I also believe that the local and state effort failed in its entirety - especially with no apparent provisions to seal the breeched canals from Lake P - that is going to cost us many billions unnecessarily.
NG report to the Governor. What specific date did you see the Marines there. By chance would that be Friday? That's because President Bush went down there Thursday and had the face to face with Blanco and gave her an ulimatum. You notice that Friday morning active duty military arrived on scene full force. Apparently her answer was the one he wanted.
All Branches of the Militaryhave been doing helo rescues from day 1. I am not sure how long this "permission" issue is going to save Chertoff.

They weren't let into the city or the state. If you notice they were based in Jackson which is in Mississippi and they had to fly an hour and a half to get to the city. I imagine they got around the ruling because they didn't land in NO.
