Yes, there is no way to tell how much less bad things might have been with Jindal as governor (just as we were spared seeing how much worse things would have been in NYC in 2001 if Dinkins had been mayor on 9/11).

Blanco's inaction may be explained by incompetence...or maybe anger at Nagin for supporting her opponent in the election. The alternative is that she deliberately screwed things up knowing that the media would put the blame on Bush...but she may not be that smart or that Machiavellian.

Exactly. Bobby would have also gotten the feds involved as the first step in order to have all necessary assets available when needed. This question was asked during the gubernatorial debates. He gave a detailed plan and Blanko said she would contact the media.
