t is my understanding that the average time for FEMA's arrival is about four days. The media and Dems were screaming for FEMA the day of the flooding.

FEMA cannot respond until the Governor requests their help. I don't know the exact time, but it was several days after the hurricane before Blanco requested FEMA assistance. I'll bet, based on the trigger of a Governor's request, that this was about the fastest FEMA response to date.
