How else would you have Nagin et al. achieve their objectives:

1. Enable police "fundraising"
2. Correct the "injustice" that some people's houses weren't damaged
3. Ensure reelection by expelling Republicans from the area
4. Ensure that when the city performs eminent domain proceedings to steal people's land, they get it cheap because it's "uninhabitable"

I'll admit their methods aren't exactly subtle, but how could they go about them better?
