The city of New Orleans followed virtually no aspect of its own emergency management plan in the disaster caused by Hurricane Katrina.
New Orleans officials also failed to implement most federal guidelines, which stated that the Superdome was not a safe shelter for thousands of residents.
The official "City of New Orleans Comprehensive Emergency Management Plan" states that the mayor can call for a mandatory citywide evacuation, but the Louisiana governor alone is given the power to carry out the evacuation, which Gov. Kathleen Babineaux Blanco has yet to do. She "begged" people to leave before the storm and is still asking the few thousand holdouts to evacuate the flooded city.
Confusion reigned in Katrina's aftermath. A state-of-the-art mobile hospital developed with Homeland Security grants to respond to disasters and staffed by 100 doctors and paramedics was left stranded in Mississippi because Louisiana officials would not let it deploy to New Orleans.

Red Cross officials say the organization was well positioned to provide food, water and hygiene products to the thousands stranded in New Orleans. But the state refused to let them deliver the aid.
"Access to New Orleans is controlled by the National Guard and local authorities, and while we are in constant contact with them, we simply cannot enter New Orleans against their orders," the Red Cross said last week on its Web site.

There was an Oregon doctor on TV - interviewed by a startled Soledad O'Brien - who said he and his group weren't allowed into Louisiana because there was no licensure reciprocity between the two states and they had to wait several days to obtain it.
He said they could have been there within 24 hours of the storm, but instead had to wait several (3 or 4 or 5) days.
Yes you can. STOP VOTING FOR DEMOCRATS!!!!
Forgot to mention, he also said that when they deployed to Thailand after the tsunami there was no requirement for licensing reciprocity.
Criminal incompetence,,If there isnt a law against it ---there should be.
But no way we would ever get one passed the Democrats would filibuster that one.
I bet if anyone really knew what was going on down there, the entire city administration of NO, mayor, NOPD, everybody, would be under arrest.
Might the delay and requirement for license reciprocity be because of lawyers and the threat of lawsuits? We may find that a lot of the screwups were because people were afraid of being sued. They will be anyway!

III. Evacuation Order

As established by the City of New Orleans Charter, the government has jurisdiction and responsibility in disaster response. City government shall coordinate its efforts through the Office of Emergency Preparedness
The authority to order the evacuation of residents threatened by an approaching hurricane is conferred to the Governor by Louisiana Statute. The Governor is granted the power to direct and compel the evacuation of all or part of the population from a stricken or threatened area within the State, if he deems this action necessary for the preservation of life or other disaster mitigation, response or recovery. The same power to order an evacuation conferred upon the Governor is also delegated to each political subdivision of the State by Executive Order. This authority empowers the chief elected official of New Orleans, the Mayor of New Orleans, to order the evacuation of the parish residents threatened by an approaching hurricane.
B. Issuance of Evacuation Orders
The person responsible for recognition of hurricane related preparation needs and for the issuance of an evacuation order is the Mayor of the City of New Orleans.

For years, forecasters have warned of the nightmare flooding a big storm could bring to New Orleans, a bowl-shaped city bounded by the half-mile-wide Mississippi River and massive Lake Pontchartrain.
As much as 10 feet below sea level in spots, the city is as the mercy of a network of levees, canals and pumps to keep dry.
Scientists predicted Katrina could easily overtake that levee system, swamping the city under a 30-feet cesspool of toxic chemicals, human waste and even coffins that could leave more than 1 million people homeless.
"All indications are that this is absolutely worst-case scenario," Ivor van Heerden, deputy director of the Louisiana State University Hurricane Center, said Sunday afternoon.

Who was responsible for having the buses and drivers go do the evac. Not order it, but do it.
I think the Gov has to order the Guard in to do it. This is a point that is not clear yet.
