Yes, it is. The Peace Prize is to the Nobel awards what the Golden Globes are to the movie industry.

Carter, the worst president of my lifetime and, IMHO, the 3rd worst of the 20th Century (Harding and Hoover are 1 and 2), won for doing absolutely nothing to further world peace. He was given the award so the Peace Prize people could spit in the eye of George W. Bush.
