They waited so long to evacuate, they had little chance to get the school districts to call for the buses.

Nobody's really asking the question, but the question that needs to be asked is, "Why did you wait so long to order an evacuation?"

By the time they ordered the evac, it was too late, and I think they knew it.

I asked an ex- cop friend who used to live there(Louisiana) the same question. He said the authorities (Governor and Mayor) were hoping it would be another false alarm,(they get a lot of them) or the Hurricane would turn course etc. They, of course were not counting on the levee breaking. Never the less it's their job to secure the buses,bus drivers, pay over time pay, make sure the buses are gassed up, secure reliable shelters on higher ground. All of the above , they had plenty of time to do! 2 or 3 days before, they knew this storm was headed their way. But sadly gas, and over time for bus drivers, cost money that they would have to take out of their precious budget. Something ,I have a feeling ,they don't like to do!
