Out of curiosity, I wonder where the water from the toilet goes since I assume the water treatment plant is not working. Maybe they have septic systems, altho I don't think you usually have those inside city limits.

I don't have an answer, but maybe they are above some empty areas. Maybe it just can run downhill to the treatment plant. I'd think it would have to be pumped up somehow though.

Many folks up here are still on septic system.
