I know the show I watch on A&E is called The First 48. They are following detectives from when they receive a call about a homocide until they pass through the first 48 hours after that call. There is no way the "participants" in that show give prior consent.
I fall on the side it should be documented, by someone. Whether it is the local officials or media (which I lean toward because of the incompetence of the local officials in some areas up to this point). But, I agree that if anything about the body or location of where it is being retrieved from could, even remotely, give away the identity, it should not be shown.
Has anyone considered that the death toll is really very large, and the government is covering it up?
