They would have passed hundreds upon hundreds of places that had food, water, and supplies within. There were a million metric tons of supplies within 10 square miles without crossing a bridge.

The bridge was an OFFICIAL evacuation route. It was blocked for people NEEDING to evacuate a flooded city. That was WRONG.
