Exactly what I was thinking as well.

I have heard various versions of the ML declarations.

Does anyone know if ML has been officially declared?????

Did they declare martial law?

I could be wrong but, I seem to recall hearing martial law declared on the day or perhaps the day after the hurricane hit.

Declaring Martial Law, or a state of emergency, does not negate the State or United States Constitution. Both protect the right of people (or citizens) to keep and bear arms. The latter declares it shall not be infringed, the former that it shall not be abridged.
