I have a problem understanding why FEMA is giving away $2000 of taxpayers money when these "victims" should have had insurance or is getting money on top of the insurance. This was a natural disaster and I really feel for the "victims" but I don't want to feel that every time something happens we should just give away money to compensate them for their mistake. To even finance a place in most states require flood insurance on top of homeowners if one moves in a flood plain and New Orleans was definitely in a flood plain being 8-20ft below sea level.

My impression is that the $2,000 is going to the 80,000 or so refugees, bad word I know, not everyone who evacuated the area. If I'm wrong about that, I hope someone will post the info. I think federally subsidized flood insurance is something that needs to be reconsidered before construction begins in the area.
