To me an upper eschelon former military ground commander.
I like Franks. However, don't discount individuals that have ran organizations like the RED CROSS, except those that falsely ran the campaign for 9/11 and the donations went elsewhere. That was a marketing mess. That person got booted.
Both former military and disaster organization heads are good candidates for this.
