A little googling would help. From:http://target.com/target_group/community_giving/partnerships.jhtml
Target has partnered with the American Red Cross for over a decade on disaster relief, most recently in the aftermath of Hurricane Katrina. As part of the relief effort, Target has announced a $1.5 million donation to the Red Cross, with $500,000 going for immediate relief efforts for Hurricane Katrina, and an additional $1 million for ongoing disaster relief and preparedness.
In addition to cash contributions, Target is offering much-needed real estate in Louisiana to the Red Cross to establish a central command center supporting the most heavily impacted areas of the storm.

OK, so Celine Dion has donated almost as much, but it's a lot more than I can share.
They've partnered with the RC....wonder if that's why the bell ringers weren't allowed at Target.
Target also is allowing all their employees from the flood areas to go to other target stores for employment, whether the store needed the additional employees or not. Target has also been identified as the US Company that does the most for local communities.
