The decisions made in Louisiana and more specifically New Orleans were made at a state level, as it should be. The fact that the decisions were wrong and grossly negligent do not lay on the shoulders of the Federal government. Read the Constitution, this was a state matter on all levels prior to the hurricane hitting, when the hurricane hit and immediately after.

When the state could no longer handle it due to inept governing, the Federal governement stepped in. Why would you want the Fed's in there sooner? We (as in each state) set our own laws as long as they do not contradict Federal laws. This is the way it is, the way it should be and the way it was intended to be.
