In the present circumstance, every person activated to deal with Katrina knows exactly when they were called up. The Navy and Coast Guard were on the way before the hurricane crossed Florida. National Guard from many states were tasked, or at least given a "get ready to go" Then the troops under the command of Gen Honore know when they started on their way to LA. This adds up to many thousands of troops and first responders, who all have family and friends that they will be speaking to.

There is too much known in the way of timeline for the Dems to stonewall and pretend that it's Bush's fault.
