SECTION 4: Each Superintendent of Education for each school district in Louisiana that remains substantially operational following the passage of Hurricane Katrina shall coordinate with local law enforcement agencies and peace officers to ensure that at least one peace officer ride in each bus and at least two marked law enforcement vehicles accompany every ten buses;Add wear a wet suit.

When the story of Gibbons 'looting' a bus to save people and driving to Houston (?) came out...some dumb nut from LA said it will be decided upon as to whether he will be charged for a crime.
Does this E.O. exonerate him?

Did Nagin ever have authority under R.S. 29:724(D)(4) or any other statute to comandeer the NO school buses for the evacuation or was that an order needed to be given by the governor and wasn't?

So the Coast Guard was gonna drive or act as law enforcement and escort the buses??
Seems fitting since the Police abandoned the town and the buses were going to become seafaring vessels.....LOL?
