He's right: those people were living in a dangerous area without the resources to drive out or the gumption to walk, left waiting for the government to save them, because the Democratic Party that's run Louisiana since the stone age has targeted blacks, keeping them on the welfare plantation in exchange for their votes. They were left with no help and no idea of how to help themselves thanks to the lousy public schools, endless handouts and other life-destroying aspects of the welfare state created by liberals, who constantly preach that black Americans cannot possibly survive without it. So yes, race was indeed a factor.
