What am I missing... How did Katrina affect the shuttle program?

The pre-Katrina hope was for a new shuttle flight in March 2006, but after NASA’s Michoud facility in New Orleans was hit during the hurricane, analysts expected that mission to slip into May. That now may turn out to be overly optimistic

The external tank is manufactured by Lockheed just outside New Orleans.

The external tank manufacturing facility run by Lockheed Martin is in Michoud, LA (just outside of NO).

The External Tank is built at the Michoud Assembly Plant in New Orleans and the Shuttles main engines are tested at the Stennis Test Facility near Bay St. Louis, Mississippi.

Damage to the tank facility in NO was surprisingly light.
